This long letter was directed to express disagreement with an earlier letter writer who had described England’s naval actions against America as a “paper blockade”. TJ provides evidence for his understanding that, after America had declared war on England in 1812, the English war navy had caused great damage to America in 1813-1815 and in the end America had to sue for “a dishonorable peace, having effectively gained nothing” from all the previous years fighting.
